FG Issues Mandatory Compliance Directive to MDAs on Equipment Leasing Procedures

The Federal Government has issued a mandatory directive to all Ministries, Departments, and Agencies (MDAs) to comply with standardized procedures and documentation for equipment leasing, as part of efforts to enhance transparency and boost revenue generation.

The directive was announced in a statement released on Thursday in Abuja by the Registrar and Chief Executive Officer of the Equipment Leasing Registration Authority (ELRA), Donald Wokoma.

ELRA operates under the supervision of the Federal Ministry of Finance.
According to Wokoma, the compliance order is anchored on a circular issued by the ministry with reference number F/LEG/2809/15/T2/7, dated June 27, 2025, which formally establishes the operational framework for ELRA and mandates all MDAs to engage the agency in matters related to equipment leasing.

The circular stipulates that MDAs must now interface directly with ELRA through its official website (www.elra.gov.ng) or designated contact lines (0705 032 4595, 0803 612 7118) for any leasing transactions.

Key provisions in the directive include:

  • Submission of an ELRA registration certificate as part of all procurement processes involving equipment leasing;
  • Mandatory registration of all lease agreements with ELRA as a condition for procurement approval;
  • Full compliance with the Public Procurement Act to streamline leasing operations and support the Federal Government’s broader revenue mobilisation strategies.

  • Wokoma noted that the new compliance regime is designed to introduce transparency, accountability, and regulatory oversight into public sector leasing practices.
    “The integration of equipment leasing into a formal registration process will not only boost confidence in lease transactions but also contribute to the overall fiscal efficiency of the government,” he said.
    He further urged all relevant stakeholders to act promptly and ensure full adherence to the directive to avoid breaching established regulations.
