Governor Zulum Amends 2025 Appropriation Bill

Borno State Governor, Babagana Zulum, signed the 2025 appropriation bill into law, approving an adjusted budget of ₦615.86 billion.

The revised figure reflects an increase of ₦31.1 billion from the initial ₦584.76 billion presented to the Borno State House of Assembly on December 9, 2024.

Dubbed the “Budget of Recovery and Continuity,” the appropriation aims to consolidate the state’s developmental efforts.

The revised bill was formally presented to Governor Zulum by Speaker of the State Assembly, Rt. Hon. Abdulkarim Lawan, at the council chamber of the Government House in Maiduguri on Monday.

During the signing ceremony, attended by key state lawmakers and executive members, Zulum emphasized the importance of strict compliance with the budget provisions.

He urged heads of Ministries, Departments, and Agencies (MDAs) to ensure adherence when submitting memos for approval.

“We must commend the leadership and maturity of the House of Assembly, ably led by our Speaker, Rt. Hon. Abdulkarim Lawan,” Zulum said.

“The progress we’ve achieved so far would not have been possible without the legislature’s support and cooperation.

This year is crucial for me, as I aim to fulfill all the promises made during the 2023 election campaigns,” Zulum continued.

Speaker Lawan praised the governor for his impactful projects across the state over the past six years.

He explained that the upward adjustment of the budget was necessary to address critical areas affecting resident’s lives.

Meanwhile, Zulum chaired the first Executive Council Meeting of the year, where he acknowledged the contributions of Deputy Governor Umar Kadafur, Secretary to the State Government Dr. Bukar Tijjani, MDAs, and the media in supporting his administration’s efforts to improve the living standards of Borno residents.

In a related announcement, the governor appointed Dr. Mustapha Mallumbe, Commissioner for Budget and Economic Planning, as Deputy Chief of Staff.

The position became vacant due to the health challenges of Chief of Staff Professor Hussaini Marte, who is currently recovering.

The 2025 budget is expected to focus on completing ongoing projects and advancing development across critical sectors, reinforcing Zulum’s commitment to Borno’s recovery and progress.
