NERC, State Regulators Launch FONER to Strengthen Power Sector Oversight

The Nigerian Electricity Regulatory Commission (NERC), in collaboration with state electricity regulators, has inaugurated the Forum of Nigerian Electricity Regulators (FONER) to enhance coordination and improve regulatory effectiveness in the country’s power sector.

The initiative was unveiled by NERC Chairman, Dr. Musiliu Oseni, during the first quarter 2026 regulatory meeting with State Electricity Regulators (SERs) held in Lagos.

Oseni described the establishment of FONER as a critical step in Nigeria’s transition to a multi-level electricity market, stressing the need for stronger collaboration among regulators.

He warned against inconsistencies in regulatory practices, stating, “We must work collaboratively to avoid regulatory arbitrage by operators.”

Formally inaugurating the forum, he added, “I hereby declare the Forum of Nigerian Electricity Regulators duly inaugurated.”

Driving Sector Reforms
FONER is expected to serve as a platform for dialogue between federal and state regulators, while promoting harmonised approaches to tariff setting, market operations, and consumer protection.

The forum will also support capacity-building through peer learning and act as a consultative body for ongoing electricity market reforms.

Industry stakeholders say the initiative will help close regulatory gaps and improve consistency across Nigeria’s evolving electricity landscape.

According to NERC, the forum will advance transparency, accountability, and the development of national regulatory benchmarks within the sector.

Oseni emphasised the broader role of regulators, noting that beyond oversight, they are “drivers of innovation, investment and economic growth” and “guardians of consumer protection.”

Leadership and Next Steps
The inauguration also featured the signing of the FONER Charter and the announcement of its leadership, with Oseni serving as chairman, alongside representatives from state regulatory bodies.

The quarterly regulatory meeting continues to provide a platform for collaboration, with the ultimate goal of strengthening Nigeria’s electricity supply industry and expanding access to reliable power nationwide.
