The Chairman of Kudan Local Government Area in Kaduna State, Dauda Abba, has proposed the introduction of a by-law that would mandate intending couples to present evidence of enrollment in the Kaduna State Contributory Health Management Authority (KADCHMA) scheme before marriage.
Abba made the announcement on Monday during the flag-off of KADCHMA’s informal sector enrollment campaign held at the Kudan LGA Secretariat. The initiative aims to boost public participation in the health insurance scheme and ensure wider access to quality healthcare.
“The N10,650 annual charge fee covers numerous diseases and services, including antenatal care and delivery, making it a comprehensive healthcare solution for pregnant women,” Abba said.
He explained that the proposed by-law would also require political office aspirants within the LGA to be enrolled in the scheme as a demonstration of their commitment to public welfare.
“We are optimistic that the by-law will be ready within two to three weeks, and forward a copy to relevant stakeholders,” he added.
Abba emphasized that the measure is geared towards enhancing health coverage and reducing maternal mortality rates in the community. He pledged to sponsor the enrollment of 1,000 residents into the scheme, with plans to double the figure upon successful implementation.
He also called on traditional and religious leaders, as well as community stakeholders, to support the campaign by disseminating information and encouraging enrollment at the grassroots.
Earlier, the Director-General of KADCHMA, Abubakar Hassan, underscored the importance of the health insurance scheme in achieving Universal Health Coverage (UHC) in the state. He described the initiative as a key component of Governor Uba Sani’s Rural Transformation Agenda, designed to provide affordable healthcare for underserved populations.
“KADCHMA’s goal is to ensure all residents have access to quality and affordable health services without financial hardship, aligning with the vision of Universal Health Coverage,” Hassan said.
He noted that more than 50 women had safely delivered through cesarean section under the scheme, which fully covers antenatal care, delivery, and postnatal services—regardless of complications.
“Health is no longer a privilege in Kaduna State, but a right,” Hassan declared.
He urged stakeholders to act as enrollment ambassadors and incorporate the scheme into community development plans and sensitization programs.
In his remarks, the District Head of Kudan, Halliru Mahmood, praised Governor Sani for launching the initiative. He highlighted the financial relief and healthcare access the scheme offers to low-income families.
“Considering the benefits it provides, the N10,650 enrollment fee is a small price to pay,” Mahmood said.
He expressed confidence that the programme would significantly reduce maternal and child mortality, key health challenges facing Nigeria.
The event was attended by key stakeholders including community volunteers, ward development committee members, and traditional and religious leaders. The enrollment campaign will be extended to other LGAs including Kagarko and Chikun, with a target of covering all 23 local government areas in the state.
The program is supported by the EngenderHealth Consortium, International Society for Media in Public Health, Centre for Communication and Social Impact, and the Legislative Advocacy Initiative for Sustainable Development Goals.
