Abia State Governor, Dr. Alex Otti, has announced that H.I.S. Refinery and Petrochemical Company Limited will establish a modular refinery in the state.

Otti made this known while flagging off the reconstruction of the 11.1-kilometre Obehie-Umudibia-Owaza road at St. Ann Secondary School, Obehie Asa. He stated that the refinery would be situated within the Abia Industrial and Innovative Park (AIIP) in Owaza, Ukwa West Local Government Area.

Speaking at the event, the governor emphasized the strategic importance of the road project, stating that its completion would enhance the marketability and viability of the AIIP.

“This project is therefore not just about creating access to the towns and villages along this corridor; it is more about reviving dormant economic assets, opening new horizons, and reigniting the dreams that once stirred the souls of our fathers,” Otti said.

The governor also revealed that the Federal Government had recently approved the establishment of a modular refinery inside the AIIP.

“Ukwa shall no longer be a forgotten place. Your land will yield forth its best fruits, and your barns shall never be empty again. You will enjoy the riches of the environment, and the oil in your land shall bring you boundless prosperity,” he assured the people.

Otti further pledged that his administration would work closely with agencies such as the Abia State Oil Producing Area Development Commission (ASOPADEC) and the Niger Delta Development Commission (NDDC) to ensure that the region receives its fair share of development.

The event attracted several dignitaries, including prominent stakeholders from opposition parties in Ukwa land. Many of them openly declared their support for Governor Otti, commending his leadership and joining the Labour Party to back his administration’s transformation agenda.
